How does this relate to the CFA exams and prep? At all levels you will be preparing without knowledge of the opponent.

This is true for all levels of the CFA exam.

Level I is obvious; before taking Level I the whole process is new and unknown. What’s deceptive with the CFA exams is that all levels have a different format. Candidates who assume that passing Level I means passing Level II are often sadly mistaken.

The Level II exam demands that candidates synthesize and integrate concept in the item set questions. Level III ramps up the skills needed to pass the previous level.
